Talent is key to Hong Kong’s development toward a high value-added, innovation-driven, and knowledge-based economy.  To foster a high-quality and competitive intellectual property (“IP”) trading ecosystem in Hong Kong, it is essential to cultivate and continually strengthen IP manpower capacity, and build a sustainable IP talent pool.

In collaboration with the Vocational Training Council, the Intellectual Property Department is implementing a two-year pilot programme to establish the Hong Kong Intellectual Property Academy (the “Academy”). The Academy will deliver a more systematic and widely recognised training programme, with more diversified and in-depth content. It will offer training options with varying breadth, depth, and focus, tailored to both market and policy needs.

Practitioners from diverse sectors, as well as enterprises and service providers engaged in IP trading and commercialisation, will all benefit from this initiative.

Steering Committee on Hong Kong Intellectual Property Academy Pilot Programme
To advise on the development and operation of the pilot programme taking into consideration the policy initiatives on IP trading and the needs of various industries, the Government set up in September 2026 the Steering Committee on Hong Kong Intellectual Property Academy Pilot Programme.

Terms of Reference
The Steering Committee advises on the development and operation of the Academy, including:

  1. the range, curriculum and recognition of the training programmes and courses;
  2. the implementation of its training programmes and courses;
  3. the promotion of the Academy, stakeholder engagement and industry outreach;
  4. the collaboration of the Academy with other institutes and organisations in Hong Kong, the Chinese Mainland and overseas; and
  5. the long-term development of the Academy.
