The Government will launch a two-year Pilot Patent Valuation Support Scheme to provide funding support to eligible local small and medium-sized enterprises (SMEs) to conduct valuation of their patents and other IP assets, to serve as a reference for the enterprises in obtaining financing.  The scheme will adopt a matching grant model of 1 (Government): 1 (eligible SME) and provide each approved enterprise with a one-off funding capped at HK$80,000 to conduct the valuation. 

The Hong Kong Technology and Innovation Support Centre (HKTISC) will be entrusted with the processing of the applications under the scheme.  The HKTISC will also provide a free qualitative patent evaluation service based on the national standard for a Hong Kong patent that has undergone substantive examination designated by each approved enterprise, to facilitate the valuation. 

It is expected that the scheme will be rolled out in the third quarter of 2026.
